It was reported that during a conference after the Asian Games chaired by Mayor Wan Qingliang and attended by the Planning Commission, the Development and Reform Commission, the Construction Committee and other relevant departments , the departments were required to list the sequence of construction of rail transport network in the next five years to deal with the traffic pressure after the Asian Games. On Jan. 6, Zeng Jinze, the Deputy Director General of Guangzhou Development and Reform Commission, reported the result to the National People's Congress members. To relieve the traffic pressure in the central city as soon as possible, the network coverage and the standard of service in the central city shall be further improved. Therefore, priority is given to the North Extension (from Cultural Park to Baiyun Lake) of Metro Line 8, Metro Line 13 (from Dongfeng Express Huanggang to Xiangjingling) and Metro Line 11 (loop line) in the central city.

Additionally, to support the construction of major industrial projects and the growth and development of new economy in the city, especially the development of Conghua and Sino-Singapore Knowledge City, the Eastern New City, the Asian Games Town, Panyu Hualong International Trade City and Guangzhou Toyota Base as well as other districts, building Metro Line 14 (from Jiahe to Jiekou) and Knowledge City Branch Line (from Xinhe to South Knowledge City), Metro Line 21 (from Huangcun to Zhenlong and to Licheng) and the East Extension (from Panyu Square to Hoi Pong) of Metro Line 3 as well as the East Extension of Metro Line 8 as the support becomes an urgent need.

It also means that the total length of the 11 metro lines (including extension lines) to be built in Guangzhou during the period of 12th Five-year Plan will be 312.6 km. The 11 metro lines include the first phrase of Metro Line 13, North Extension of Metro Line 8, Metro Line 11 (loop line), Metro Line 14 and Knowledge City Branch Line, Metro Line 21, the East Extension of Metro Line 3, the second phrase of Metro Line 13, the second phrase of Metro Line 7, South Extension of Metro Line 4, East Extension of Metro Line 8 and Metro Line 16. To ensure the smooth execution of construction plan in 2015, Guangzhou Development and Reform Commission are now working with the city's relevant organizations to explore some implementation proposals and supporting measures, such as the diversified financing of subway construction, reform scheme of Metro Group, control measures for Subway investment as well as development plan of Metro station surroundings, etc.
