The year 2011 marks the beginning of the 12th five-year plan. At the beginning of this critical year, major indicators that reflect Guangzhou's economic performances in 2010 are gradually coming to the surface. As it turns out, the 2010 performances of Guangzhou Development Zone and Luogang District are most stunning. Both development zones have registered a 20% increase in almost all economic indicators. More importantly, Guangzhou Development Zone has secured its leading position in China in terms of major efficiency indicators. During the 12th five-year period, Guangzhou Development Zone will focus on developing "two cities and one island" (Knowledge City, Science City and Biological Island). Knowledge City will provide know-how to drive innovation, while Science City will develop a cluster of high-tech enterprises to accelerate the pace of innovation. The Biological Island will be developed into a global management talent pool.
