The promotion conference on businesses and policies of Nansha Bonded Port Area was held May 19 at the Dongfang Hotel. Chen Mingde, vice mayor of the Guangzhou Municipality, attended the conference. Xian Weixiong, director of the Guangzhou Communications Committee, revealed at the meeting that the Nansha Port Arrival Railway which had attracted particular public attention in recent months would commence construction shortly and that it was scheduled to be completed and put into use in 2013. More than 200 people, including representatives from shipping and port, logistics, transportation and manufacturing enterprises in the Pearl River Delta regions, were present at the conference. At the conclusion of the meeting, many of the the business representatives were given a guided tour of the new Nansha Bonded Port Area.

Xian Weixiong said that Nansha Port Arrival Railway would effectively meet the needs of the inland transport of goods, and adapt well to the gradual trend of industrial transfers in certain parts of the Pearl River Delta regions to new inland industrial sites, which had low production costs and further improve their capacity for expansion and labour control. He also mentioned that Nansha Port would initiate the Phase III project to newly build six 150,000-ton large deep-water berths and 24 barge berths which were capable of unloading the largest container ships in the world at this time. The new Nansha Port Arrival Railway will link Nansha, Longxuedao and Wanqingsha and be connected to the new Guangzhou-Zhuhai railway network.. The total length of the railway was about 80 kilometers.

Pan Yuzhang, director of Nansha Bonded Business Authority, introduced the corporate subsidies and supportive policies to the business representatives present at the promotion conference. He pointed out that, in accordance with Policies and Measures for Supporting Economic Development in Nansha Bonded Port Area promulgated in March this year, from March 2011 to December 2015, newly registered enterprises taking up cargo transport, freight forwarding, bonded warehousing and the third party logistics, are able (counted from their date of registration), when their completed operating revenue and total profit forms part of the Nansha financial resources, they would be given 100% subsidies within 2 years, and 50% subsidies for the remaining years of that regulation. Likewiise, enterprises taking up trade, processing and manufacturing and maintenance, when their completed added value and total profit forms part of the Nansha financial resources, they would be given 100% subsidies and 50% subsidies for the remaining years of the regulation also. Pan Yuzhang said that this regulation was most welcome, and would not only further reduce the operating costs of enterprises in this region, but also improve the competitiveness of their enterprises.
