Guangzhou Alleviates Burdens of Nearly RMB50 Billion on Enterprises

On March 15, Guangzhou released the 2016 White Paper on Investment Environment of Guangzhou (hereinafter referred to as the White Paper), for the first time, in Macao. Low business operation cost becomes an attractive point of Guangzhou to improve the city image and promote investment. Last year, Guangzhou alleviated burdens of nearly RMB50 billion on the enterprises in the city. Moreover, this year, Guangzhou is going to make a large investment in attracting talents. The highest lump-sum payment subsidy for excellent industrial talent will reach RMB5 million/person.
In 2015, Guangzhou adopted the measures for tax reduction and fee cut, thanks to which burdens on enterprises were reduced by about RMB49.5 billion, including about RMB11 billion reduced due to the piloting of “replacing business tax with VAT”, about RMB34 billion due to other tax reduction and exemption policies and RMB4.5 billion due to fee cut and reduction.
Moreover, Guangzhou fully stopped the collection of dike protection fee and canceled the collection of 56 administrative charges, including those for keeping organizational affiliation documents and personnel archives. It also lowered the standards for 12 administrative charges, including housing property transfer fee.
In accordance with the White Paper, since 2016, Guangzhou will cultivate and introduce a number of high-level and rare talents who will play a leading role in the major industries under the priority development plan of the city. Each year, it will provide support for 500 leading talents (including team members) in innovation and business launch, 1,000 high-end industrial talents, and 2,000 industrial talents in urgent need by the industries they belong to. The leading talents in innovation and business launch may get a subsidy of RMB3 million for project, a subsidy of up to RMB30 million in the forms of combination of equity subsidy and free subsidy for project, subsidized loan, and risk compensation for first purchase and use.
For excellent industrial talents, Guangzhou will provide at most RMB5 million as lump-sum payment subsidy for each one. For high-end industrial talents and talents in urgent need, a reward of up to RMB1.5 million/person will be granted according to last year’s contribution to the development of Guangzhou. At the same time, office renting subsidy will be provided. The green card system will be established for the talents. Industrial leading talents without household registration in Guangzhou or intention to make such registration can enjoy local citizenship treatment for house purchasing, car purchasing and children schooling. Foreign industrial leading talents will be able to enjoy the convenience for entering and staying in the country. People with green card may apply for two- to five-year residence certificate.
