Guangzhou has been recognized as the “National Biological Industrial Base” and “National Medicine Export Base” by relevant state departments. In 2009, medicine manufacturers above the designated size in the city achieved the hi-tech output value of RMB 13.719 billion yuan, up by 16.8 percent.
i Key Fields with Distinctive Features Have Been Showcased
Guangzhou is a key base for biomedicine research and industrialization in China, a major pharmacy base in South China and one of the major standardized plantation and research （GPA） bases of pure Chinese herbs. The city takes an important position in the field of pharmacy with its technologies like genetic engineering drugs and vaccine development as well as the production of anti-infective drugs such as ephalosporins. Furthermore, Guangzhou is one of China’s most important distribution centers for medicine and medical supplies, and one of the first medicine export bases. It has Huangjinwei Modern Pharmaceutical Logistic Center, a state level large-scale modern medicine logistics center, and Qingping Traditional Chinese Herbs Wholesale Market, the largest distributing center for Chinese traditional medicine. The logistic center of Sinopharm Medicine Holding Guangzhou Corporation, the first third-party medicine logistic center in Guangdong founded in 2009, draws dealers and buyers from South China, Hong Kong, Macao and southeast Asia and achieves an annual medicine sales value of over RMB18 billion yuan.
ii Industrial Clusters Have Come into Being
Guangzhou Pharmaceutical Holdings Limited, a leading company in Guangzhou, ascends among the best in the country in terms of scale and profitability. It owns two listed companies and a number of independent-branded products well known as national, provincial and municipal qualified products with the output value of more than RMB 100 million yuan. Numerous world renowned multi-national companies have invested in Guangzhou, such as Alliance BMP Ltd, American Baxter and Hutchison Whampoa Limited.
iiiThe Construction of Industrial Parks Has Been Quickened
Guangzhou Science City assembles Guangzhou Institute of Biomedicine and Health （GIBH） of the Chinese Academy of Sciences, Guangzhou International Biological Island, Health Industry Development Base of Guangzhou Higher Education Mega Center, Guangzhou Baiyun Biological Port, Baidi Biotechnology Industrial Park and Guangzhou Marine Biotechnology Industry Park, all of which are very distinctive in terms of research, development and industrialization.
Iv The Construction of Public Innovation and Service Platforms Has Been Constantly Improved
In Guangzhou, there are 32 national key disciplines （laboratories）, two Good Laboratory Practice （GLP） centers for new medicines, two Good Clinical Practice （GCP） centers, four national engineering technology research and development centers and 30 biomedical innovation institutions. Fifteen out of sixteen Guangdong drug clinical trial bases approved by the state settle down in Guangzhou. Guangzhou Institute of Biomedicine and Health （GIBH） of the Chinese Academy of Sciences, South China Center for Innovative Pharmaceuticals （SCCIP） and Health Industry Development Base of Guangzhou Higher Education Mega Center are the key public innovation and service platforms under construction.
II National Bio-industry Bases and National Medicine Export Bases
Guangzhou was recognized as the National Bio-industry Base in 2006 since the city emphasized the development of four major bio-pharmaceutical fields, namely genetically-engineered medicine, modern Chinese herb medicine, new synthetic drugs and marine medicine, with Guangzhou Science City and Guangzhou International Biological Island as core zones and science and technology industrial parks at district and county levels as the supporting areas. In the same year, Guangzhou was also recognized as the National Medicine Export Base by Ministry of Commerce
The development of biopharmaceutical bases in each district is as follows:
（i） The Bio-pharmaceutical Industry Base in Guangzhou Development Zone
The base is composed of Guangzhou Science City and Guangzhou International Biological Island, the two core areas, and many supporting areas. It mainly brings in high-end research and development projects to complete the industrial chain and the value chain in Guangzhou Science City. In 2009, as many as 205 bio-enterprises settled down in the base with the total industrial output of about RMB 31.9 billion yuan, including multinational pharmaceutical companies like Baxter, Schering and Green Cross, large domestic pharmaceutical enterprises such as Guangzhou Pharmaceuticals Group and Yangtze River Pharmaceutical Group, and Daan Gene, Xiangxue Pharmaceutical, etc. Moreover, four national research centers, for example, the South China Center for Innovative Pharmaceuticals （SCCIP） and Guangzhou Institute of Biomedicine and Health （GIBH） of the Chinese Academy of Sciences, as well as fourteen biomedical research institutions have taken their roots here. The base has all along laid emphasis on introducing regional headquarters and research and development centers of Fortune Global 500 Bio-companies, headquarters and research and development centers of China Top 50 Bio-companies, large-scale bio-industrial enterprises at home and abroad, research and development institutions with strong research and development capabilities （especially biological research and development institutions at the provincial level or above and internationally renowned biotech research and development institutions） and bio-service companies and organizations. Prioritized industries in the base include bio-pharmacy, modern Chinese medicine and bio-services.
（ii） Baiyun District
The district boasts of three bio-pharmaceutical bases, namely Guangzhou Biomedical Health Industry Base, Guangzhou Liuxiwan Baiyun Biological Port and Guangzhou Helong Biological Service Area. In the district, there are 96 biomedicine manufacturers, including Wanglaoji Pharmeceutical, Hutchison Whampoa, Baiyunshan Pharmaceutical, etc, and 38 related research institutions, including Southern Medical University, Guangzhou University of Chinese Medicine, Guangdong Institute of Materia Medica and Guangzhou Institute of Renewable Resources Utilization.
Guangzhou Baiyun Biomedical Health Industry Base: a comprehensive industry base incorporating construction of the modern logistic system of bio-products and biomedicine production;
Guangzhou Liuxiwan Baiyun Biological Port: a base invested and built by Sino Bioway Group, laying emphasis on biotechnology, product research and development and biomedicine industrialization while incorporating biotechnology product marketing;
Guangzhou and long Biological Service Area: a base, with World Bio-economic Forum as its name card, has incorporated bio-product exhibitions, information consultation, training and exchange of biotechnology talents and contracted clinic service. Development focus will be put on quickening the construction pace of Liuxiwan Baiyun Biological Port and Baiyun Biomedicine Industry Base and introducing a number of medicine service projects through cooperation with leading domestic biomedicine enterprises like Guangzhou Pharmaceutical and Sinoway Pharmaceutical, with the aim to establish a Guangzhou-centered logistic network covering the whole South China region.
（iii） Panyu District
The Panyu Bio-medicine Base is composed of two parks in Hualong and Dashi. At present, quite a few projects settle down in Panyu Modern Industry Park, such as projects of Guangzhou Pharmaceutical Holdings Limited and Guangzhou ZSY Pharmaceutical Co,Ltd as well as stem cell projects. The development priority will be given to high-tech development projects of bio-medicine research, development, pilot production and production so as to keep up with the world in the fields of bio-medicine research and development. Secondly, Panyu Minjie Bio-medicine Industry base, located in Dashi Jie in the northeast part of Panyu, is home to many large-scale enterprises, such as Guangzhou Pharmaceutical Holdings Limited, Hong Kong GKH Pharmaceutical Ltd, Pan Gao Shou, Baidi, Lichun, Wei Shitai Medical Devices and Well Lead Medical Supplies. Products cover western medicine, Chinese patent medicine, healthy products and medical instruments. Development focus will be put on attracting large-scale international and domestic medical enterprises to settle their plants and start joint ventures and cooperation in the base.
（iv） Nansha Development Zone
Nansha Bio-Industry Base covers a planned area of 2.93 square kilometers. Nansha Science and Technology Innovation Service Center, partly completed, has been put into use in the base, mainly serving as the production, research and development center for the biomedical industry. Enterprises here include Guangzhou Nansha Lonza Co.,Ltd and Guangzhou Ascend Biotechnology Co.,Ltd. Priority will be given to attract biotechnology development companies and bio-pharmaceutical companies with world leading technologies.
（v） Conghua City
Conghua Bio-medicine Base is situated in the Medicine Valley of Wenquan Town in Conghua. Nowadays, a number of renowned medicine research, development and production enterprises including Hanfang Chinese Herbal Medicine Research and Development Center of Guangzhou Pharmaceutical Holding Limited, Lifetech Pharm, Jiahe Pharmaceutical, Xianqiang Pharm, Zhenhe Pharm have settled down in base. Emphasis will be laid on the development of Chinese patent medicine, biochemistry, chemical medicine and cosmetics.
IIIDevelopment Priorities
With regard to modern Chinese herbal medicine, the development of new Chinese herbal medicine with curative effects of vital diseases should be intensified and innovative development of famous, special or qualified traditional medicine shall be given priority. More efforts should be put to help Chinese traditional medicine and natural medicine enter the international market. The cooperation with Hong Kong, Japan, Korea and Southeast Asia in modern Chinese herbal medicine should be boosted.
With respective to biochemical pharmacy, efforts to attract research and development projects of biological diagnostic reagents and biological medicine （especially genetic medicine） should be strengthened. A number of intermediate raw materials producers should be assembled. Advanced and mature projects should be introduced into Guangzhou at a faster pace to carry out pilot products, incubation and industrialization.
Regarding the bio-pharmaceutical circulation and service industries, great efforts should be exerted to attract multi-national biochemical enterprises to set up their production base and research and development base in Guangzhou. A number of medical service enterprises specialized in bio-information, medical diagnostic tests, customized medical care, contracted research, venture investment and intermediary services should be cultivated and introduced. Supports should be given to hold international bio-pharmaceutical symposiums and expositions in Guangzhou.
In terms of research and production of biomedical materials and medical devices, institutions and enterprises specialized in new type biomedical materials and research and development of medical instruments should be brought in to further improve the level and competitiveness of the medical equipment industry in the city.
