Convenient Services for Government Affairs

Guangzhou government lays stress on services for enterprises and the public in its government affairs with convenient establishments as follows:
Government Affairs Center: Guangzhou Government Affairs Center, with aim at providing business-oriented services, has realized one-stop service that will deal with all the proceedings covering administrative license-issuing for business investment, operation and management, and the closing up some functional sections of the relevant government administrations. This service also cover the proceedings of customs declaration, quarantine inspection and other central agencies. “One-stop Service for Fixed Estate Investment” and “One-stop Service for Trade Management” have also been carried out. Since the launching of Government Affairs Center on February 28, 2008, it has been well received by the public. And the public feedback towards the center was 100 percent satisfactory among 479,838 cases handled in 2009.
E-government: In general, E-government is carried out earlier in Guangzhou, where 43 government departments and 12 districts （including counties） have set up departmental government websites, through which more than 90 percent of government-related information is disclosed to the public. One-stop internet official affairs service window has been set up to deal with various affairs such as directories supply for proceedings, applicationsdownloading, online consultation and complaint, query for information status and online application reception. The layout is clearly designed and it is easy for users to manipulate it in terms of their needs.
Legislation and Policy Briefing:The Municipality Briefing of Legislation and Policy, which was founded in 1999 and will be held for every quarter of a year, has been taken as one of the key projects for improving its business environment over the past ten years. Up to now, 42 rounds of briefing have been held with presence of over 10,000 enterprises, 20,000 citizens, at which more than 200 items of regulations and policies were clarified, together with around 1100 questions being answered and 1300 pieces of opinions and suggestions being gathered. The arrangement of briefing plays an active role in several social aspects, such as the disclosure of government information, the forming of the law-governed and service-oriented municipality, the optimization of business environment, the harmonization of foreign trade system and the speeding-up of economy-based social development.
