The Protection of Intellectual Property

Guangzhou Government attaches great importance to protection of enterprise and individual intellectual property with vigorous measures being carried out for protecting and enforcing the patent rights of trademarks.
In 2009, patent applications amounted to 16,530 items, an increase year-on-year by 18.2 percent, among which the number of the inventive ones was 5042, a year-on-year growth of 24.6 percent, making up 30.5 percent of the total applied, an increase by 1.6 percent over last year. And granted patents were 11,095, increasing year-on-year by 37.3 percent, while the invented ones authorized with patents were 1,516, with year-on-year growth of 35.1 percent.
Moreover, a series of measures have also been taken to further protect intellectual property effectively. The first was that the government issued two documents: Regulations of Intellectual Property Protection for the Asian Games and Measures for Protecting Intellectual Property of Guangzhou Exhibitions. The second was that it implemented Assistant Guidelines for Protecting Intellectual Property. The third was that special campaigns for cracking down upon infringement were carried out, like “Thunderstorm” and “NetSky”, which witnessed over 1,000 law-enforcement officials dealing with 28 patent infringement accusations, investigating and punishing 82 cases of counterfeit patents. All these have effectively curbed patent infringement and law violations. The fourth was that in order to enforce the working effects, the officials were positioned in more than 30 large-scale exhibitions, like 105th and 106th China (Guangzhou) Imp & Exp Fair, Guangzhou Expo, International Motor Show, International Furniture Fair. The fifth was that more and more intellectual property administrations are to be instituted for training those enterprises with “copyrighted edition” so as to build a long-term monitory mechanism for self-regulating protection of intellectual property. And, last but not the least, the government set up the joint enforcement mechanism among Guangzhou, Foshan, Shanwei and Dongguan which are the four host cities of the Asian Games. It also assists the Asian Games Committee to apply for the outlook design involving 65 kinds of licensed patent products.
Now, Guangzhou Intellectual Property Bureau and Bureau of Foreign Trade and Economic Cooperation of Guangzhou Municipality (hereafter referred as BOFTEC) are working together to build an early warning platform which will focus on services concerning foreign-related intellectual property rights and provides corresponding inquiry services and disputes release.
