The Safeguard of the Fair Trade

Efforts have been made to maintain fair trade with rapid response to international trade frictions and building trade relief system that is in line with the WTO rules.
The first important measure was to set up distinctive countermeasure mechanisms against trade conflictions. Since 2005, BOFTEC began to institute the distinctive countermeasure mechanism for helping local enterprises to deal with trade frictions by instituting the document of Guidelines for Coping with Trade Frictions for Guangzhou Enterprises which provides practical assistances, legal process, preventive strategies for coping with a series of hot issues such as antidumping, anti-subsidy. Some intermediary organizations like industrial associations have been established to serve as bridges that assist enterprises in maintaining legitimate rights by means of organizing respondents, hiring lawyers and raising pleas,and so on. In 2009, there were 15 cases of international trade frictions involving iron and steel, textile and chemical industries with a total sales amount to more than USD 300 million. Owing to the established mechanism, fair trade is effectively safeguarded.
The second action was the perfection of the early warning and monitoring mechanisms of Guangzhou imports and exports. The early warning and monitoring mechanisms of imports and exports are continuously improved with BOFTEC and Guangzhou Customs as the principal body and sector-related organizations like Law Association, the Electronics Association and the Association of Foreign-invested Enterprises. Now the warning and monitoring mechanism, targeted at key export-oriented enterprises in all the 12 districts and countylevel cities of Guangzhou, is growing soundly. The warning information for export-oriented enterprises is to be released on the basis of the data analysis of product volume and prices collected from commodities whose volume of import and export rank among the first 30 in the list, and of the trace investigation of those products suffering form trade conflicts. Additionally, any professional associations and enterprises also can apply for a new early warning site, actively cooperating with government department concerned to monitor their sectors.
The third one was the promotion of a joint response mechanism for fair trade in PRD. Following the requirements set up in the document of Memorandum of a Joint Response Mechanism of Fair Trade in PRD, signed by 8 cities like Shenzhen, Zhuhai, Foshan, Dongguan, with BOFTEC acting as the leader, the nine cities in PRD will be able to cope with cases involving international trade frictions and close cooperation is expected especially on the information gathering and sharing and fair trade training and researches.
